About OTA

The Oregon TRIO Association is a 501c3 organization that advocates on behalf of low-income and first-generation college students in the state of Oregon. 


OTA’s mission is to increase the number of low-income and underrepresented students in higher education.

Executive Director

Matt Bisek

Matt Bisek began working for TRIO programs in the Upward Bound and Educational Talent Search programs at Clatsop Community College in 2015 as an advisor.  Matt served as the treasurer of the Oregon TRIO Association (501(c)(3) non-profit) from 2018 to 2021 before taking on the position of Executive Director in September of 2021.  Currently, Matt serves on the Northwest Association of Education Opportunity Programs (NAEOP) and Council for Opportunity in Education (COE) Boards. Matt also serves on the board of directors for the University of St. Francis Alumni Association (Joliet, IL).


Matt is passionate about creating opportunities and removing barriers for first-generation and low-income students to pursue post-secondary education.  He strives to grow the state TRIO association model to be a conduit between the practitioners who work directly with students and those organizations & foundations that have resources and opportunities available to positively impact students’ lives.

Robin Williams

Robin has been a passionate advocate for students for over 20 years, working tirelessly to ensure social justice and equity for all. As a non-traditional student herself, she understands the challenges that students, their families, and their supporters face and works diligently to improve their experiences in education and beyond.


Robin’s extensive experience in serving the TRIO populations through TRIO SSS spans over 14 years, during which she has worked in various capacities to meet the needs of students. Her unwavering commitment and passion for the opportunities TRIO creates have earned her various leadership roles, including Treasurer, President-Elect, President, and Past President of the Oregon TRIO Association. Collaborating with others to increase success for students and the programs that work hard for them brings Robin great joy.


When she’s not working, Robin loves being in, near, or around the ocean, enjoys spending time with her partner and their cat Papí, reading books, cooking delicious foods, and being with family. She is known for her contagious laughter and her compassion for others.
